We also implemented the Mary Rutan Health Plan with small employers in the community, and the momentum continues to build. "Buy Local" is an important p[art of the city’s culture, and we were able to bring it to healthcare. The city’s employees are saying that the health plan is the best one that they’ve ever had! The city's endorsement has created a lot of buzz and is getting the attention of the schools, municipalities and other employers in the county. Aligned with four local independent pharmacies offering Tier 1 ($0 generics, lower copay for brand).

City employees previously had a $5,000/ $10,000 HSA with UHC and received a 50% increase. The previous year’s increase was 45%. C&A became the broker and saved the city $800,000 by engaging the local, regional hospital system and contracted reimbursements at an average of 150% MCR. We implemented local DPC, a local Rx advocacy program, and steered employees to four local, independent pharmacies with $0 generic copays and lower copays for brand Rx. The city now has $0 deductibles/copays for utilizing local hospital and other providers (Tier 1). If care cannot be managed by the local hospital, members are directed to other contracted hospitals, such as Ohio State, Cleveland Clinic, Nationwide Children’s (contracted 170% MCR) and members still receive Tier 1 benefits. Tier 2 benefits are similar to previous health plan and provide members the freedom to use any provider within the Ohio PPO Connect network. City has lowered employee contributions for all tiers, and the changes have saved the city’s budget!
